Dr. Schwinger was born in Brooklyn, New York in 1921. He received a BS degree from the University of Cincinnati in 1942 and MD degree from the University of Cincinnati in 1944.

Dr. Schwinger was an excellent clinical radiologist who practiced for more than 40 years in New York. During that time, he held numerous prestigious positions, many of them with the American College of Radiology (ACR). In 1957, he became a Fellow of the ACR; he was vice president from 1975–1976 and served as chancellor from 1967–1973 and again from 1976–1981; from 1977–1979 he was chairman of the Board of Chancellors and was president of the ACR from 1979–1980.
Dr. Schwinger was awarded the Gold Medal of the American College of Radiology in 1984. He was president of the Radiological Society of New York for three terms. He was also active in the American Medical Association.
Throughout his career, Dr. Schwinger was a champion for private, independent practice who defended radiology against its challenges. He died on January 26, 1996.
